But due to delayed launched of S21 FE, it came out with Android 12 instead of Android 11 while S21, S21+ and S21U launched with Android 11. Hence, S21, S21+ and S21U will get updates till Android 15 while S21 FE will get Android 16. That the difference in launch Android versions is probably the cause of this confusion.

In the same way, sure Shenron could piece Android 16 back together, but then he wouldn't be the same Android 16 as before, as those parts aren't the same ones that went through all those experiences to become who he was.
