120 speed (also reasonably low, but the same as the Cruiser) Frigates do not have the same as the Cruiser, the Cruiser can run 3 Afterburners while the Frigate can only run 1. The Frigate is actually the slowest ship in the game because of this. Even Battleships can outspeed it since they also get 3 Afterburners, which is a huge problem.

Frigate vs Destroyer is pretty much always a loss for the frigate. There are exceptions of course, but most of them come down to the frigate pilot having far more skillpoints or having a far more expensive fit. Frigate vs Cruiser it really depends on the specific ships and fits. An RLML Caracal, for example, will eat frigates alive.
