The main differences are that it was powered by a single turbofan engine (both the F-5 and this Saeqeh are twin-engine turbojets), had a fly-by-wire system, and a greatly improved radar that allowed beyond-visual-range attacks (it's not clear that the Saeqrh has either of these).
