When in 1931 he became Bishop of Llandaff he was the first member of a religious community to be appointed to an Anglican see in Wales for over three centuries. He was a distinguished speaker both in English and Welsh and a respected hymnographer.

Timothy Rees in the short time he was bishop gave himself unsparingly to the work of the Church and nation. He was a magnificent orator in Welsh and English, and his earnestness and fervour, combined with a rigid self-discipline, had a profound effect on all those who met him.

It was the Bishop, Timothy Rees, who influenced the style of the new building consecrated in 1934, and it was he who chose the name, "The Church of the Resurrection." Bishop Rees was born in Wales and trained for the priesthood at St Michael’s College, then situated in Aberdare.
