The National Transportation Safety Board enters a second day of public hearings Thursday on the January midair collision between an Army Black Hawk helicopter and a passenger plane that killed all 67 people aboard the aircrafts. The focus will be on air traffic control.

Investigators have found that a helicopter involved in a deadly crash with a passenger plane over Washington was flying above its height limit. The helicopter's altitude-measuring instrument was also inaccurate.
