Elon Musk’s SpaceX said Wednesday it has a lease agreement to provide its Starlink satellite internet kits “free-of-charge” as part of an effort to upgrade the key communications system that serves as the backbone of the nation’s air traffic control system.

The move raises questions about potential conflicts of interest Musk may have as he is currently the richest man in the world and serving as an advisor to Trump.

Turning the $2.4 billion project over to Musk’s company would be a major test of conflict-of-interest rules in government contracting.

SpaceX confirmed Wednesday that it is leasing Starlink kits and service to the Federal Aviation Administration (FAA) for free but denied any push to take over Verizon’s contract to build an updated communications system for the agency.
