MANAWA, Wis. (AP) — Gov. Tony Evers declared a state of emergency on Friday for four northeastern Wisconsin counties hit last week by flooding that prompted evacuations and opened a breach in a dam.

The state’s political map has changed. This is a battleground for different reasons in 2024 than in 2000. But at the heart of Wisconsin’s remarkably enduring competitiveness is a bit of a puzzle.

Just two Wisconsin counties landed toward the top of the list, an improvement over five in the previous year. Still, all 72 of its counties had more than 21% of adults self-report excessive drinking.
