Following a wave of recent arrivals, St. Tammany Parish government's long overcrowded, no-kill animal shelter system is way over capacity for dogs and is now in "mayday" mode, the parish said.
"It's the first step to humane care in the parish as well as the state. We do have a waiver okay that is a clause inside of that ordinance," said St. Tammany Animal Control Supervisor Rob Bremer.
