Virginia is the only U.S. state that hoists a flag bearing the image of a woman's bare breast. The reason for this has everything to do with the evolution and changing appearance of the state's seal.

The seal was a key feature of the old flag, hence the pressure for changing both. Unless the Legislature votes to reject the new emblems, which seems unlikely, they will become official May 11.

The seal has gone unchanged since its debut in 1898. It currently can be found on Massachusetts' blue-and-gold state flag, state troopers' uniforms and official government documents.
