Syracuse, N.Y. — Well, the groundhog might be right as a winter weather advisory issued Sunday says snow and ice are in the forecast for Central New York. The National Weather Service issued the advisory for Onondaga, Oneida, Cortland, Broome, Cayuga, Madison, Oswego and Jefferson counties on Sunday afternoon.
