ROCHESTER — A hot air balloon pilot and two passengers escaped serious injury when it flew too low clipping power lines along U.S. Highway 63 in Rochester in March this year.

It was the residents on the ground who dialed 911 thinking the balloon was in trouble. “Just as a plane comes in low before making a landing, so does a hot-air balloon,” he said.
