Mar. 27—Brownsville Mayor John Cowen Jr. delivered his second State of the City address to a near-capacity audience at the Texas Southmost College Performing Arts Center on Wednesday.

There have been no signs of a traditional campaign along the Boca Chica Beach region in South Texas, where the proposed town is located about 20 miles east of Brownsville. No yard signs.
