If you’re looking to add a new card, you’ll find a button towards the bottom of the screen. It should say “Add to Wallet” or at least present a plus icon.

Wallet will take a moment to process, then show the resulting pass. Verify the info on your custom pass is correct. If it's right, tap Add. If it's incomplete or inaccurate, tap Edit.
