In April 2025, Inky Son was hired to be the team's first employee and team president. Before joining Portland, she was an executive with the National Basketball Players Association for eight years.

Engelbert said she'd like the WNBA to add a 16th team by the 2028 season. Ownership groups have already put in bids from familiar WNBA cities, as well as locations the league has never been before.
