In recent weeks, the president's approval rating has slipped, widening the gap between positive and negative results.

Governor Gavin Newsom has said President Donald Trump's tariffs are "wreaking chaos on California families, businesses, and our economy."

The influential business group is concerned that even if it successfully challenges tariffs imposed under an emergency law, the duties could be reapplied under another.
