In a quiet, rural area at the southernmost tip of Texas, a new and controversial chapter is unfolding. Starbase, a tiny community near Brownsville, Texas, has become the center of a zoning dispute that could see long-time residents lose their property rights.

A notice sent out to Starbase residents says a proposed zoning ordinance could take away residents' right to use their property "for its current use."

City leaders held their first public meetings this week since voters approved the South Texas city’s incorporation.
