More than half the tenants at The Highlands at Scotland Yard mobile home park in Dade City have been charged a $3,557 assessment fee for unspecified “capital improvements” or face eviction.

All of them are located along the coast, between the North Beach, the Beach Volleyball Court, and Bliss Bay Amusement Park.
