NIOBRARA, Neb. | People who suffered losses when the Spencer Dam failed in northern Nebraska have gotten more bad news: A state law limits the liability of the dam's owner.

In 2019, for example, the Spencer Dam in Nebraska failed during a winter storm and drowned a man. Just last year the Rapidan Dam in Minnesota failed during a flood, swallowing a riverside home.
