Currently, people do not need a birth certificate to register to vote, but the could change with the SAVE Act. You can get a copy of you birth certificate for a small fee and a bit of time.

Ideally, you would have the Consular Report of Birth Abroad or birth certificate. If you cannot locate that document, you can request a file search for a fee of $150 to see if it can be found.
