The Texas Panhandle counties closest to the plains of Oklahoma and the mountains of northern New Mexico were first in line for snow on Nov. 4 this year, when winter weather advisories were issued.

La Niña is about eight times more likely to occur than El Niño. Typically, that means a warmer and drier winter for Texas.
