Pac-Man is physically controlled by Betrayus when he swallows a special micro-chip, and Pac's friends must help him infiltrate the Netherworld spy-style to retrieve the remote controller.

Soon after the election, Obtuse is to be sworn in as the new President. Pac-Man, his friends and former President Spheros smuggle the Tree of Life and the Repository out of the Round House.
