State and local governments don’t have CEOs and boards of directors. They have mayors, governors and voters. Cities and states aren’t supposed to make money. They are supposed to provide services.

Local government responded with the usual indignation and suggested solutions. There were complaints about inadequate funding mechanisms, questions about whether libraries are basic services.
