The Irving Zoning Commission passed a zoning change in a 5-4 vote to approve a mixed-use development that could allow gambling, if legalized, in the North Texas city.

The council around 2:30 a.m. voted 5-4 on two proposals, one that included changing a 1,001-acre development area around state highways 114, 183 and Loop 12.
