The Guggenheim Museum in Bilbao, European flagship for the US cultural foundation, is reported to have paid well over the odds for art to fill Frank Gehry's swooping titanium masterpiece.

Not understanding that the Guggenheim Bilbao was part of a broader plan I believe is the reason why, in many cases, the results fall short. There are places that I think are doing it right.
