A judge has ruled that Ralph Leroy Menzies is competent enough to be executed for the 1986 kidnapping and death of a Utah woman. Her son said her family is pleased by the ruling.

U.S. Marshals nabbed the suspect, accused of killing the 28-year-old mother outside her home on Friday. 28-year-old Jamari Dortch was taken into custody on Saturday, one day after Peggins' murder.
