House Republicans accused Democrats of tabling a bill that would repeal the state's controversial wildfire hazard map for leverage to raid the kicker rebate.

The roughly 900,000 signatures needed for such a petition would be easy enough to find, making it all the more likely that California will put secession back on the map.
