Key West Assistant City Manager Todd Stoughton, 59, submitted his resignation on Tuesday, July 8, in response to a recommendation from the Monroe County Grand Jury report on city corruption.

Voters will accept or reject the commission's recommendation for a manager/council form of government on Nov. 4. Contact Valerie Myers at vmyers@timesnews.com.

Kathy Fatica called the council/manager recommendation a "ready, fire, aim" approach that delved only into that form of government. "Sadly, there was no real study," Fatica said.
