UNITED NATIONS — The U.N. Security Council will vote Wednesday on a resolution demanding an immediate and permanent ceasefire in Gaza, and the Trump administration is expected to veto it because it does not link the ceasefire to the release of all the hostages held by Hamas.

The U.S.-backed Gaza Humanitarian Foundation will not give out any aid on Wednesday as it presses Israel to boost civilian safety beyond the perimeter of its distribution sites, a day after dozens of Palestinians seeking aid were killed.
