The delay in season 27 likely has to do with Paramount still needing to be fully obtained by Skydance, along with whatever deal is being struck to house the entire "South Park" series.

South Park debuted on Comedy Central on Aug. 13, 1997. The series followed a viral animated short — “The Spirit of Christmas” — featuring the show’s characters Stan, Kyle, Cartman and Kenny.
