In a show of dissent against a politically powerful and popular city leader, three members of the Houston City Council voted against Mayor John Whitmire's $7 billion budget on Wednesday.

However, District E Council Member Fred Flickinger was able to stop that from happening through a budget amendment. The Houston Health Department's general fund allocation was slashed by $2 million.
