State officials have sent cease-and-desist notices to four major hotels and five commercial vendors for allegedly presetting commercial beach equipment on Waikiki beaches.

Employees approved the deal Monday for the Royal Hawaiian, Sheraton Princess Kaiulani, Sheraton Waikiki, Waikiki Beach Marriott Resort, and the Westin Moana Surfrider.
