Portsmouth's $149.9 million budget passes as council votes 5-4 to reject adding money to city's school budget.

PORTSMOUTH — Police and school officials want the City Council to add money back into City Manager Karen Conard’s proposed $149.8 million fiscal year 2026 municipal budget for their departments.

The budget contains 3 ordinances: $584 million for the city operating budget, $143 million for the capital improvement fund, and over $293 million for schools.

Former Portsmouth Mayor Rick Becksted will not seek a City Council seat in the upcoming election. Becksted served two terms on the council, one as mayor, and believes it's time for new leadership.
