Answered La Signora, also known by her alias “The Fair Lady”, is No. 8 of the Eleven Harbingers of the Future, and she first appears during the third act of Genshin Impact’s prologue.

Based on current Genshin Impact leaks, La Signora will be a weekly boss in the 2.1 update (as that's also when some of those playable characters will be released).
