Kenneth Bell, Jesus Romero, Fabiola Arellano, Deanna Maldonado-Rocha and Jose Rodriguez are running in the Nov. 5 general election to become El Paso City Council representative, District 3.

Shawn Ollis received 277 votes or 44.39 percent. They are running for an open seat. In District 3, business owner Charles W. Smith is the apparent winner. Smith has 190 votes or 53.98 percent.
