CAROLINA BEACH, N.C. (WECT) - Chilly conditions and 16 decorated boats greeted crowds along the Intracoastal Waterway in Carolina Beach Saturday night for the 28th Island of Lights Flotilla.

What they do: Pleasure Island Chamber of Commerce works to promote economic development through hosting a variety of events. The group serves Carolina Beach, Kure Beach and Fort Fisher.
