Irving planners green light zoning proposal for Las Vegas Sands after heated meeting Residents, University of Dallas raise concerns about gambling and effects of a resort near old Texas Stadium site.

The council around 2:30 a.m. voted 5-4 on two proposals, one that included changing a 1,001-acre development area around state highways 114, 183 and Loop 12.
