While Goku does learn how to somewhat channel and use God Ki and similar godly powers during Dragon Ball Super's later arcs, he is still a mortal, locking him into Super Saiyan Blue.

Goku and Bulma are off to find the Dragon Balls again, unaware that the Red Ribbon Army is after them. The army alerts General Blue that Goku is heading in his direction.
