Cruise is to establish a new Dubai-based company to handle the deployment, operation and maintenance of the Dubai fleet. Cruise's plan is to scale up to 4,000 vehicles by 2030.

By 2030, Cruise and Dubai's transit authority said they plan to have 4,000 self-driving taxis in operation. Cruise will be the exclusive robotaxi service provider in the emirate until 2029.

Importantly, Cruise has a lock on Dubai for at least a few years. Under the agreement, Cruise is the “exclusive provider” for self-driving taxis and ride-hailing services in Dubai until 2029.
