The council passed the legislation with the hope that it would improve transparency and promote an ethical working environment, after the indictment of a city councilor who required staff to sign NDAs in order to work for her.

After Councilor Tania Fernandes Anderson was arrested, a ban on using non-disclosure agreements as a condition of employment gained momentum.

Councilors filed the proposal for consideration earlier this year. A six-count federal indictment which alleges Councilor Fernandes-Anderson orchestrated a kickback scheme while in office, also found she required her staff to sign NDAs.
