A school board member is being accused of violating the free speech rights of her neighbor after they say she blocked their yard sign with a wheelbarrow and a bag of dirt.

The city of Magnolia Sign Committee will have to go back to the drawing board for a final time after the City Council tabled discussion on a new sign ordinance Sept. 25.
