Investigators say a state trooper stalked his ex-girlfriend, followed her to her Franklin Township home, murdered her and her boyfriend, and then killed himself last week.

The department's investigation into the homicides "has raised serious concerns about the FTPD's operations and effectiveness," the prosecutor's office said in a press release.
