Yes it is, the Lumberland/Highland/Forestburg NY area(other side of the river from Lackawaxen) is renowned as the winter home of the American Eagle. In particular, the Mongaup Falls Reservoir, in Forestburg, NY, has a viewing shelter right in their flight path, and not far from there, the Rio Reservoir has a number of viewing area's and shelters. Come on over!
