Yes, that would be a good time for birding. You'll find lots of geese and ducks, wading birds (herons and egrets), and wintering shorebirds. I believe that the Yellow-footed Gulls, a specialty that birders go there to see, will have migrated south for the winter, but you might find a straggler or two. There are multiple places in the refuge for accessing the shoreline, so you'll want to stop here and there. Get a map from the visitor center or go online to look at a map and descriptions of the access points.
