Shelling is usually good all year, but keep in mind that one day you might find a ton of shells at a given beach and nothing the next day. The two most popular beaches are Lighthouse and Blind Pass. It's best to get a tide chart and go approximately 1 1/2 to 2 hours before low tide. Just keep an open mind as some days it's amazing and others there are no shells to be found. It's usually better after storms as well.
