The only place I would think that they could be seen is on the eastern portion of the park, where the Sebastian River meets the C-54 canal. There is a lock that separates the brackish water from the east, and the freshwater from the west. You would only be able to find them from the dam and eastward. The park technically includes a lot of shoreline in brackish Sebastian River. However, for some odd reason, that part is closed to the general public by car or on foot via a locked gate. Your best bet is to enter the park from Babcock road, by their office, and drive along the canal until it dead ends at the dam. Or of course go by boat/kayak. I have never seen one from land there, and I go weekly.
