The park is a great place to visit anytime. Sebastian has a wonderful river walk with about dozen restaurant on the water of the Intercoastal waterway.Full review by williamkH3635GQ

The answer is yes and yes. there are toilet facilities, more than ample parking, two beach volleyball courts, a mini water park for small kids directly across the street with two more toilet and changing facilities, a Veteran's war memorial, two fishing piers, and even more free parking.
Yes , dogs are permitted but must remain on a leash & as the other user had specified as an answer , there are available clean up stations throughout the park.
