Can a large group of jet skiers dock here just for a couple of hours? For free? Just long enough to get lunch, maybe "window" shop.

We came by boat. 42 ft. Honestly don't know if they have a dinghy dock or other facilities for short term transients. I would advise calling the harbor master at pt lucaya
Do you have private boat rentals (hourly/daily) - small power boat 18 to 25'?

I do not know of any boat rentals available from the Harbormaster. They are boats that can be chartered, but they are not associated with the Harbour as far as I know.
