We took the base walk and still can be steep for those with walking issues. There are places to stop and rest along the way. The views are magnificent.Full review by TravelingMomGrandma
Is this walk on concrete or paved ? My elderly Mum (80) needs to be able to walk on it.

You can walk the base which is dirt and it is not steep. However the track to the top is diet and then lots of stairs and quite steep. I doubt your mother would be able to sustain the stairs
