i dont know about the construction, but i doubt that will be an issue. as you go NORTH across the bridge, turn at the first left. as i recall, it was not that well marked, even without …

i dont know about the construction, but i doubt that will be an issue. as you go NORTH across the bridge, turn at the first left. as i recall, it was not that well marked, even without construction. you turn onto a service-looking road and park right before you go beyond the "no unauthorized personal" sign (or something like that)

I think you could navigate a stroller fairly well once you get up the hill out of the parking area. You'd need to carry the stroller past that area. After that it's totally flat. Just depends on how heavy the stroller is. If you're in the area, just check it out. If you can't do that, there are lots of other places to go, including a great riverwalk. It's not paved either, but you should be able to walk it with a stroller.
