You cannot stay on Buntod Reef as such, but Masbate City's many accommodation options are a short distance from Rendezvous (former hotel?) from where the bangkas - boats - leave for the 20 minute trip to Buntod Reef. 7AR is nearby (small accommodation establishment with a very good little restaurant; I stayed at a place down the road. Look up 'Masbate City hotels' on TA and remember that there are three categories: hotels, B & Bs/ inns and so-called 'specialty accommodation.'
